Who should evaluate (criteria/ questions assessment and scoring) ? - the Park Staff or the NGOs working in the Park or the Independent evaluator in consultation with the Park staff and NGOs?  To ensure objectivity and avoid conflicts of interest. If the evaluation is conducted by the same park management staff or NGOs directly involved in the area, there is a risk of bias – it should be a consultative process (along with the park staff and NGOs) but the questions/ criteria should be scored by independent evaluator, no?
